In the 1st Quarter of the Year, Riga Airport Continued Work on Procurement Procedures for the Project Co-financed by the Cohesion Fund

In the 1st quarter of 2020, Riga Airport continued work on procurement procedures to select contractors for construction projects to be carried out within the project “Development of Secure and Environmentally Friendly Infrastructure at Riga International Airport”, which is co-financed by the Cohesion Fund (CF).

 


As a result of a procurement procedure, a contract was concluded with the road construction company SIA “Binders” on 21 February 2020, awarding the company the right to build the new rapid exit taxiway. The cost of the construction of the rapid exit taxiway is expected to be EUR 2.5 million. However, due to the crisis in the aviation sector caused by COVID-19 and its impact on the operations of Riga Airport, the actual start of construction works will be decided in the context of the company's overall recovery plan and the economic situation in Latvia and in the world.

As reported before, the construction of the second rapid exit taxiway will shorten the distance of the runway that is used by aircraft before leaving the runway, and the time spent in the taxiing area will decrease, thus reducing fuel and time consumption for ground manoeuvres, thereby reducing emissions of pollutants (particularly CO2, hydrocarbons and particulates).

Tender proposals that have been submitted for the project activity, which envisages the reconstruction of the rainwater sewerage system of the public area and Muzeja Street, are currently being assessed. The activity provides for the construction of environmental accessibility solutions within the framework of the rebuilding of Muzeja Street, as well as the improvement of the rainwater drainage system, improvement of traffic safety and reduction of pollutant emissions. Implementation of the project will prevent the landside areas from being flooded in heavy rain.

Apart from the above mentioned, the project “Development of Secure and Environmentally Friendly Infrastructure at Riga International Airport” co-financed by the CF also provides for the improvement of security and safety of civil aviation at the Airport, including the following actions: to construct a helipad for emergency medical aid and search helicopters, as well as military, state visit and other types of helicopters, and to acquire explosives detection system equipment.

The support for Airport modernisation is planned within the framework of the planning document Priority Axis “Sustainable Transportation System” Specific Objective 6.1.2 “To Promote Security and Compliance with Environmental Requirements at Riga International Airport”. On 27 December 2016, Riga Airport signed an agreement with the Central Finance and Contracting Agency (CFLA) on the receipt of CF funds for the project “Development of Secure and Environmentally Friendly Infrastructure at Riga International Airport” (Project No. 6.1.2.0/16/I/001); on 3 July 2017, a positive decision was received from the European Commission (EC) regarding the state aid notification of the project.

The total eligible funding of the CF project “Development of Secure and Environmentally Friendly Infrastructure at Riga International Airport” is EUR 23 049 010, including CF funding of EUR 10 774 241 EUR and Riga Airport funding of at least EUR 11 564 245.
