RIX Riga Airport has announced the first stage of the international construction procurement process, under which qualified tenderers are invited to develop and submit a preliminary technical proposal for the construction of the new passenger terminal at Riga Airport. The aim of the procurement is to select the contractor who will construct the new passenger terminal building, the baggage handling and sorting complex, new access roads, a multi-storey car park and the Airport's connection to the "Rail Baltica" station.
Tenderers will be required to include in their technical proposals construction schedules, environmental, social, and occupational safety requirements, a quality management plan, proposals for the selection procedure for subcontractors, as well as suggestions for optimising processes and technical proposals for alternative solutions. The deadline for submission of technical proposals is 27 October 2024.
After the evaluation of the technical proposals, tenderers will be required to prepare a financial proposal in the next stage of the tender. The successful tenderer will be awarded a FIDIC Yellow Book contract and the project is expected to achieve BREEAM sustainability certification level Excellent. Construction of the new terminal is expected to start in Q2 of 2025 and it is planned to be commissioned in 2029. Riga Airport will continue to operate at full capacity throughout the construction period.
17 applicants have applied for pre-qualification for the construction call for tenders, of which 12 have received a call for technical proposals. Construction companies and their associations from nine countries are participating in this procurement process.
The new terminal has a design area of approximately 45 000 square metres. The project will be financed by international financial institutions and commercial banks.
