Please note that the Airport is a critical infrastructure and a high-security facility. As a visitor to the Airport, you should take into account the specific nature of its operating environment and comply with certain requirements, including:

• observing generally accepted standards of behaviour, cleanliness, order, and mutual respect;
• treating the Airport’s infrastructure, equipment, and property with care and refraining from any actions that may cause damage or disrupt Airport operations;
• bringing pets into the terminal is permitted only in appropriate transport containers or bags. Pets may be removed from the container or bag only during security screening at the request of Airport security staff. This requirement does not apply to service dogs and assistance animals;
• passengers and visitors responsible for or supervising a child are obliged not to leave children under seven years of age unattended and must supervise them at all times.

Every person at the Airport has the right to:

• receive services provided within the Airport territory and use publicly accessible infrastructure in accordance with established requirements;
• use publicly accessible shared spaces, infrastructure, and equipment in line with their intended purpose;
• contact Airport employees or relevant services if assistance or information is required;
• receive explanations in cases where a warning is issued or a restriction is applied;
• obtain information about services provided at the Airport, security requirements, and procedures within the Airport territory;
• inform Airport staff of any suspicious objects, suspicious behaviour, or identified threats to safety, order, or infrastructure.

Within the Airport territory, including the terminal and terminal entrances, it is prohibited to:

• consume alcoholic beverages or possess open alcoholic beverage containers in any open vessel or packaging, except in designated areas where alcohol is sold for on-site consumption;
• use narcotic, psychotropic, toxic, or other intoxicating substances;
• smoke at terminal entrances or in other non-designated areas (smoking within the Airport territory is permitted only in designated smoking areas);
• relieve natural needs in non-designated places;
• behave offensively, rudely, aggressively, or otherwise disturb the peace, safety, or well-being of others;
• create excessive noise or otherwise disrupt the work of Airport employees through actions or behaviour;
• be present in dirty or malodorous clothing, or in an appearance or condition that offends or may offend the dignity, honour, or public order of others;
• damage or soil buildings, equipment, or the clothing and belongings of other persons or Airport employees;
• engage in begging or fortune-telling;
• obstruct or delay passengers and visitors, including soliciting them with offers of goods or services;
• offer transportation services from the Airport if the vehicle entering the Airport territory does not have a licensed permit card with a special designation;
• leave personal belongings unattended;
• place baggage or personal items in areas where they obstruct or hinder movement of other persons and/or Airport employees, or block access to emergency exits;
• bring or place flammable or other hazardous substances inside buildings or near structures;
• use pyrotechnic devices;
• bring pets into the terminal unless they are in an appropriate transport container or bag. Removal of pets from containers or bags is permitted only at the request or with the permission of Airport Security Department staff. This requirement does not apply to service dogs and assistance animals;
• touch, provoke, or otherwise actively attract the attention of service dogs present within the Airport territory;
• move within the terminal using bicycles, roller skates, skateboards, or other mobility devices, except for persons with reduced mobility using special mobility aids;
• stand on terminal chairs, benches, or other surfaces not intended for this purpose;
• sit on stair railings or other unsuitable places (e.g., heating radiators);
• write on, mark, paint, sticker, or otherwise damage Airport buildings and/or equipment;
• display political or pre-election campaign materials;
• move equipment, prohibition, restriction, or information signs installed within the Airport territory;
• photograph or film Airport employees, operational processes, security infrastructure, systems, or equipment. If you wish to carry out filming or photography at the Airport, please obtain prior approval HERE.

Without prior coordination, the following activities are not permitted at the Airport:

• conducting any type of commercial activity, including the sale of goods or services, advertising activities, marketing campaigns, sponsorship activities, signature collection, or surveys;
• installing advertising stands, structures, tents, banners, tables, or any other equipment;
• distributing advertising materials, including brochures, leaflets, informational materials, or samples;
• filming, photography, or audio recording for commercial, professional, or public purposes, including professional filming, TV segments, advertising materials, or social media content created using professional equipment. If you wish to conduct filming, photography, or surveys at the Airport, please coordinate this HERE;
• organizing public events, including demonstrations, protest actions, gatherings, performances, or flash mobs. If you wish to organize an event at the Airport, such as a special welcome, please submit a request in advance and obtain approval by writing to [email protected];
• carrying out any activities that may affect passenger flow or security;
• playing loud music or using sound amplification equipment;
• making public announcements or engaging in loud activities that disturb passengers or employees;
• collecting money, gifts, or any material valuables, including organising or conducting donation drives, charity activities, or any other fundraising activities;
• activating or otherwise operating unmanned aerial vehicles (drones) or their control systems, as well as carrying out any activities that may be considered drone operation within the Airport territory, regardless of their size, weight, or technical capabilities.

Airport Security Department staff responsible for ensuring Airport protection have the right to:

• conduct video surveillance to maintain public order;
• suspend, restrict, or prohibit any commercial activities, advertising activities, fundraising, or other activities that are not coordinated with the Airport, do not comply with security requirements, or are prohibited by applicable legislation;
• amend, supplement, or update these internal rules without prior notice.

Airport Security Department staff are entitled to:

• inspect unattended items and transfer them to the State Police or to the Airport luggage facility for temporary storage in accordance with internal regulations. More information on retrieving lost property is available HERE;
• request explanations from individuals regarding their actions or presence within the Airport territory, as well as request identification documents to establish identity;
• request travel documents to ensure compliance with aviation security requirements;
• require individuals to cease unlawful activities and comply with Airport internal rules, and, depending on the actions taken, request them to leave the Airport. If an individual fails to comply with a lawful request and continues to violate Airport rules, the Airport has the right to remove the individual from the premises;
• use physical force and special means in accordance with the Law on Security Services to prevent:
  • unlawful actions posing a real threat to the life or health of Security Department staff or other persons, or to protected facilities;
  • offences involving violent intrusion into the Airport territory or sudden attacks on Security Department staff, other persons, or protected facilities;
• detain individuals suspected of committing a criminal or administrative offence and immediately notify the State Police;
• request the deletion of photo and video materials depicting Airport employees, operational processes, security infrastructure, systems, or equipment;
• request the relocation of vehicles parked within the Airport territory in violation of traffic regulations. If the individual fails to comply, the State Police will be called;
• immediately and without warning neutralise remotely controlled devices within the Airport territory, its security zone, or the airspace above it by capturing, landing, damaging, or destroying them if such devices pose a threat to Airport security.
