Riga Airport Terms of Use of Pay Car Parks

  1. The Terms and Conditions, in accordance with Sections 1428, 1535 and 1537 of the Civil Law, shall represent a contract for the use of the Car Park which is concluded between parties who are not present. By parking a vehicle in the Car Park, the contract is deemed to be concluded and the user of the vehicle acknowledges that he/she has read and fully accepts these Terms and Conditions as binding upon him/her and undertakes to comply with them. If the user of the vehicle is not the owner (holder) of the vehicle, by parking the vehicle in the Car Park, he/she confirms that he/she has received the authorisation of the owner (holder) of the vehicle to use the vehicle and, on behalf of the owner (holder) of the vehicle, to conclude civil contracts related to the use of the vehicle, including a contract for the use of the Car Park.
  2. Only vehicles registered in accordance with the procedure established by the laws and regulations and with the respective state registration plates and in such a technical condition that does not cause danger to other users of the Car Park and does not pollute the environment shall be allowed to park in the Car Park.
  3. Vehicles may stop and park in the Car Park only in designated areas (including designated areas where parking is permitted only with a disabled parking permit), without interfering with the use of the Car Park by other users. It is forbidden to park in the green area (lawn) or in the lanes (aisles).
  4. The maximum period for which a vehicle may be parked in a Car Park: in Car Park P1 - 3 months; in Car Parks P3, P4 - 6 months.
  5. In the event of a breach of the requirements specified in Paragraphs 2, 3 and 4 of these Terms and Conditions, the Airport shall have the right to carry out a forced relocation or evacuation of the parked vehicle. Expenses incurred as a result of forced relocation or evacuation shall be borne by the owner of the vehicle or the user of the Car Park. In the event of a repeated breach of the Terms of Use, the respective vehicle may be refused access to the Airport Car Parks for a period of up to one year.
  6. The control of compliance with the Terms and Conditions shall be carried out by the Airport by drawing up an appropriate act on the breach and/or using technical means (photo and video equipment); the data recorded by the Airport shall be considered as evidence of the actual circumstances.
  7. If the user of the Car Park has not paid for the Car Park services, the Airport shall have the right to refuse entry (the refusal shall be made in accordance with the state registration plate of the vehicle) to the Car Park to the vehicle which has not paid for the Car Park services until full payment has been made to the Car Park employee.
  8. The Airport shall have the right to refuse entry to the P1 Car Park to a vehicle (the refusal shall be made in accordance with the state registration plate of the vehicle) also based on a request of competent authorities or law enforcement agencies or in cases where it is established that the Car Park user is conducting commercial/economic activities in violation of laws and regulations.
  9. Working hours and availability of the car park: daily from 00:00 to 24:00. If necessary, the Airport reserves the right to restrict or prohibit the use of the Car Park during its working hours.
  10. It is forbidden to transfer the Ticket or Car Park`s issued entrance card (Card) to third parties.
  11. The Airport shall have the right to amend the Terms and Conditions, change the working hours of the Car Park, make changes in the price list of the Airport services. Information on the changes shall be published on the Airport's website www.riga-airport.com under the section "Car parks".
  12. For the performance of the contract for the use of the Car Park, the Airport shall process the data of vehicle owners/holders/actual users by technical means (Paragraph 6 of the Terms and Conditions). Detailed information on data processing - privacy policy - can be found on the Airport's website www.riga-airport.com under the section "Privacy Policy".
  13. If the user of the vehicle does not use the Mobile Apps for payment of the Car Park, has not made a reservation for the Car Park or has not been issued a Card, in order to enter the Car Park, the user of the vehicle shall drive up to the entry barrier of the Car Park and collect a Ticket from the entry terminal. If the user of the vehicle has used the Mobile App to pay for the Car Park, has made a reservation for the Car Park or has been issued a Card, the user of the vehicle shall drive up to the entry barrier of the Car Park and wait for the automatic opening of the entry barrier to enter the Car Park. If the barrier does not open automatically, scan the online booking confirmation with QR code or Card at the entry terminal. It is forbidden to enter the Car Park if the barrier is closed or is starting to close.
  14. While in the Car Park, the driver of the vehicle and his/her passengers shall observe the rules of public order, laws and regulations governing road traffic, as well as verbal instructions given by the Car Park employees.
  15. It is prohibited to carry out any activities in the Car Park which could cause damage to the Airport or any third party (including other users of the Car Park and their vehicles) or damage or pollution to the environment (except for steam washing of vehicles carried out by a service provider agreed by the Airport).
  16. The Ticket must be settled before departure from the Car Park by paying at the Car Park payment machines or via the Mobile App, in accordance with the Airport's price list (fee for the use of the Car Park according to the time spent in the Car Park) which is displayed at the Car Park payment machines, as well as published on the Airport's website www.riga-airport.com under the section "Car Parks".
  17. In case of loss of the Ticket, in addition to the parking fee, a fee of EUR 5.00 (incl. value added tax) for renewal of the Ticket shall be applied. The Ticket shall be renewed by an employee of the relevant Car Park.
  18. After paying for the Car Park services, the user of the vehicle must leave the Car Park within the specified time: from Car Park P1 - no later than within 15 minutes, from Car Park P3, P4 - no later than within 30 minutes.
  19. If the vehicle does not leave the Car Park area within the specified time, the user of the vehicle shall be considered to express his/her will to use the Car Park again and shall conclude a new contract for the use of the Car Park.
  20. If any damages are caused to vehicles of other users of the Car Park, to a third party or to the Airport property as a result of the Car Park user's actions, he/she shall immediately notify the Car Park employee and/or the State Police.
  21. Any disputes and disagreements arising between the user of the Car Park and the Airport shall be settled by mutual negotiations. If the Airport and the user of the Car Park cannot reach an agreement through negotiations, any dispute, disagreement or claim related to the use of the Car Park shall be settled by a court of the Republic of Latvia in accordance with the effective laws and regulations of the Republic of Latvia.
  22. The developer of the document shall be responsible for compliance of the content of the Terms of Use with external laws and regulations.
  23. The Airport is not materially liable for the vehicles parked in the Car Park and any items left therein or for other damage caused to Car Park users.
  24. Car Park users are liable for all damages they have caused (either directly or indirectly) to other Car Park users/vehicles or the Airport.
  25. The Car Park employee shall be responsible for monitoring compliance with the requirements set out in the Terms and Conditions.
  26. The Director of the Commercial Department is responsible for controlling/ensuring compliance with the requirements set out in these Terms.
